If all the rest of the LEDs are just simple LEDs, i.e. LED with resistor in series, you could just size the resistor to provide a higher voltage drop. This would probably be simpler than adding the voltage regulator. If you go with the regulator, the 7809 is the easiest thing to do, as RossW suggest...

I've never had a problem airbrushing Dullcote over Tamiya acrylics. A few light coats seems to work the best.
