I use good hobby sanding films instead of just sandpaper. They are thinner and don't have any problems with wet sanding. I do the same thing as Ziz but use the 3m foam double-sided tape. It creates a softer surface similar to the sanding sticks sold in hobby shops.

I use lacquer thinner. Just be careful not to thin too much, it can get quite hot and attack some kits. I usually start with Mr White Putty. Sand, then over-coat with Dissolved Putty. If you are really concerned about sound levels you might want to consider CO2. Last month at my local IPMS meeting we had an airbrush demonstration and a CO2 tank was used instead of a compressor.
