The tube would be about as effective as sticking an led in the end of a straw-bright at the led with the light falling off rapidly the farther away from the led as you go.
Side glow fiber opics would spread the light out along the length of the fiber but need an led at both ends for the light to be even along the length of the fiber.
It would be great to see that material in a smaller diameter - say 0.02 to 0.06 inch. It would make a great phaser affect. 3/32" (0.09") seems a bit large, but it's probably necessary for the light carrying capacity.

I have also seen it here in Germany with a "sparkle" effect. Again, it would be much nicer if this was availible in smaller diameters.
