Bad decal paper

Hey guys I need some advice I've been using Papilio decal paper to print out the free decals here on the SSM site and the decals seem to be shrinking over time after they are on the model. At first I was thinking it was the clear coat I was using but both my Excelsior and Enterprise-E model also have decals from other company's on them and they still look fine so I've come to the conclusion that it has to be the decal paper I'm using. Has this happened to anyone else and What's a good decal paper to go with next time?

I only started printing my own decals recently, and used the Testors paper - it was the only decal paper my now closed LHS had available. Months later the decals still look fine.
Honestly I never even heard of Papilio paper.
