Mr. Surfacer As A color Block?????????

Can Mr. Surfacer out of the bottle be used as a color block? I need to cover over some dark paint in order to apply decals over it (I screwed up :oops:) and I don't want any color bleed. The paint will show thru Testors white decal paper, so the color needs to be covered before decaling takes place.
