I have a vynal kit which is pretty stiff. I did fill in the leggs and lower torso, but due to the stiffness of the vynal, I am wondering if I should fill in the arms or just let it be?

I'd say yes. Others may disagree, but in my mind I just keep seeing that beautifully painted, yet horribly collapsed Horizon Venom kit my LHS had on display for so long, among many others.

If it's hollow, fill and/or reinforce. Never trust vinyl to retain it's shape for the long haul, no matter how sweetly it speaks to you. It can be a right sneaky mofo.
