What will CA do to epoxy putty and/or squadron solvent based putty? Can I use it to create a smoother surface? Is there something else that might work for a hard, smooth surface?

CA should be fine on both. If you're interested in getting the glassy smooth result from epoxy putty from the start, read thru the posts about Aves.
I like to cover the model with Gunze Sangyo Mr. Surfacer 1000 from the rattlecan if it's resin or uses a lot of different components. That stuff snugs down to the surface, and cures glossy smooth. It can be buffed with a wet-polishing pad if you need.
