Flat clear for using over Tamiya acrylics?

I usually use Testors Acryl Flat Clear(with some semi-gloss mixed in) to seal the weathering and decals.

Is there a better (flat) clear to use over Tamiya acrylic paints?

I do prefer using acrylic clears since they don't yellow the way lacquers do?

That's what I usually use. If you need something a little tougher you can try JW Etc. matte varnish.

Someone else also mentioned JW Etc. varnish. It sounds like good stuff.
