Help: Frosty effect on semi-gloss coat

I sprayed a semi-gloss clear coat on the model I've been working on. It developed patches of "frost" effect in certain area. Should I? :

a) sprayed over it with another coat of clear (gloss type) or,

b) sand it using 2000 grit sandpaper and reapply the top coat

I'm using Gunze Sangyo's Lacquer Super Clear (Semi Gloss)
