I would say, very fine cuts and chisel work, or a back scraper.
Dental tools come to mind. I have custom filed a few myself.

Any SIGN store will have a vinyl cutter.
If you bring them a pattern to work from, typically one of their
staff can trace it for you, and set the cutter to work.

A mold can be taken off of practically any material.
Whether the part survives or not depends on how it is constructed. :o

The issue with such a fine drill, will be binding. If it sticks or catches at all while using a dremel it will break. Do you have a chop saw, or radial arm saw?
My friend, the metal worker uses a standard Ryobi chop saw to cut his stock.
He says, if it cuts wood, it will cut aluminium.

If it's small stock, then that little harbor freight chop saw would work also.

Paper-mache is your best bet here. Look at those spherical paper-lampshades or similar. We used to make our own pinata using paper mache' when we were kids. Blow up a balloon, or a beach ball and cover it with paper mache and let dry. Decorate as required, fill it up, then beat it with a stick. :D
