What did I do wrong?

Any idea what've done wrong? It worked on the bread board but not when I soldered it. It should strobe should be off then a very quick flash

Possibly a short is occuring on the solder points across the back.
Or perhaps you burned a component by over heating.

I've been pouring over the points w/a magnifie glass, and can't see anything that should be touching

And how can I tell if anything has over heated?
