Flat Base?

Im new to airbrushing etc and have brought some tamiya paints to use and one of the colours i brought is flat base, i got this as i assumed this is basically a primer, am i right or is this meant for a different reason.

Flat base is added to other paints to make them flat as opposed to glossy.

For primer, I use Rust-Oleum auto sandable primer. Cheaper than hobby paint and bonds real well.
