I remember that someone who's name I can't recall made some 12 volt LED circuit components to create the ramscoop effect for REL's 1/650 Ent-E kit. Anyone remember more info than me at this point?

It was James W Roberts aka jwrjr. I think he works at or runs/owns VoodooFX
