sorry if this sounds like a dumb question, but could someone tell me what testors dullcote actually does?

It's just a clear finish that gives a flat (rather than glossy) look to a model. Useful for making something look used or even just to give it a more in-scale surface finish. Takes the shine off, basically. :8)
