What would you guys use to make a 1/72 sand?

Sculpt the shape, and paint.

Baking soda. Color with pigment, dampen, sculpt.

Woodland Scenics also makes stuff in a variety of scales. Check out your local hobby shop in their railroad supplies section.

Found some really fine Craft Sand at Michaels at one time.

In 1/72 scale, I'd use powder.

I have used very fine sand on top of a plaster base, a bare plaster surface with paint, and also pigments (artist stuff, comes directly in various shades of grey, ochre and even others and can be easily mixed).

The latter work fine - I actually created a sand base in 1:72 with this stuff without any use of paint:

But you need a method to rinse the stuff finely and evenly onto the respective basis, otherwise it will cling together and rather look like gravel than sand. Also depends on the overall scenery you want to create, e. g. a pure desert dune, savannah or a sand path.

This here was done with fine sand and water-based paint, plus some final dry painting:
