The names have been changed to protect the guilty. Unless they confess in which case they were guilty already.

Uhm...Actually...I think you mean Dragnet

although IIRC there were several cop procedurals that would claim being based on true stories and "the names had been changed to protect the innocent". Jack Webb who produced Dragnet would pay $25 dollars to cops that would send in their "true stories" for episode ideas. It's more dramatic as a voice over than as tiny lettering on the end credits at any rate.

As for catchphrases, I think there were few cop shows (or shows of any kind for that matter) that didn't make some use of a catchphrase that would get thrown regularly like "book him Danno" or "Who loves ya baby".

It was either Dragnet or Adam=12, both of which were created by Jack Webb, and I want to say he did it under the name of RA Cinader. And there were a couple of cross over episode between the 2 shows.
