question on applying tango papa Pl jupiter2 decals

Well, after almost 2 years of building my polar lights Jupiter 2, it is finally nearing completion. I have the tango papa jupiter 2 decals from Jim James and will be appling them as the finishing touch. The decal sheet has 2 sections the first says "ON WHITE" which means they get transferred to the white decal sheet. The second section says "ON CLEAR" and says these are too small /difficult to cut out, but i am not sure how those work, do they get cut off the sheet they came on, or do those also need to be transferred to the white decal sheet ? thanks for the help !
