Can you hook this up to a 6 volt wall wart?

If that chip is a 555, then it will work with a 6 volt power supply (although if you don't adjust the value of the led resistors, the brightness will be lower). But do you want a product that warns that if you turn the potentiometer fully to one end, the unit will burn out?

No....I just need a something cheap that has two LEDS and it flashes like running lights.
