Does flat coat fog up clear paint?

Does flat coat fog up clear paint?

I know from experience that flat/dull coats will fog up clear plastic parts, but what about opaque parts with a coating of clear paint? I was considering trying the "clear red over silver/white" trick for my AMT Defiant's engines, but I am wanting to know if I need to wait and do it after the final flat coat has been applied. Will the flat coat fog up the clear paint like it does to clear plastic?

Well, sorta. It will be FLAT.

I usually wait until the last step to apply my "lighting" paint on Trek ships. I want that to be glossy and shiny, like light shining through glass windows etc.
